Screwworm Confirmed in Juárez Municipality, Raising El Paso Border Risk
Dog case in Samalayuca could complicate Santa Teresa cattle reopening

New World screwworm has reached the Municipality of Juárez, Chihuahua, but reports that the pest has been found “right across the river from El Paso” need some geographic qualification. Mexico’s National Service for Agrifood Health, Safety and Quality, or Senasica, has listed the first active screwworm case in Juárez municipality. Local animal health officials say the infestation was confirmed in a household dog in Samalayuca, a community roughly 30 miles south of Ciudad Juárez and about 40 miles from El Paso and the Rio Grande. That is not the densely populated portion of Ciudad Juárez directly opposite El Paso — but it is close enough to substantially raise the significance of Chihuahua’s rapidly expanding outbreak.
Veterinarians who encountered the animal said the dog had been struck by a vehicle, creating the type of open wound into which female New World screwworm flies deposit their eggs. Samples of the larvae were collected and authorities subsequently confirmed the infestation. Chihuahua agriculture officials said the dog has been treated and that sweeps are underway around Samalayuca, including inspections of ranches and dairies. As of the latest local report, officials said they had found no additional cases in either the rural or urban portions of Juárez municipality.
State officials have since filled in the clinical detail. Miguel Núñez Nava, the northern-zone liaison for Chihuahua’s Secretariat of Rural Development, said the animal was a household pet rather than a stray. Field personnel preserved larval samples in a 70% alcohol solution, extracted the visible larvae from the wound and treated the dog with Negasunt, a larvicidal and cicatrizant powder whose protective effect lasts roughly 60 days. Federal and state crews then swept ranches and dairies around Samalayuca, inspecting livestock for wounds and treating at no cost to producers. Núñez put the burden squarely on early reporting: “Fifty percent of the success in containing this plague is timely reporting.”

The bigger issue is how fast screwworm has moved through Chihuahua
The Juárez detection is more concerning when viewed against the broader progression of the outbreak. Chihuahua’s state government confirmed its first livestock case only on July 14. A little more than a month later, local reporting based on Senasica data showed 82 active cases, with the pest detected across numerous municipalities. Another report put the total since the July outbreak began at 148 confirmed cases, of which 82 remained active and under treatment or observation.
That progression matters because Chihuahua had been one of the northern Mexican states USDA considered comparatively low risk. USDA’s latest screwworm status page still describes Sonora and Chihuahua as the lowest-risk Mexican states, citing their inspection systems and distance from the main concentration of cases farther south.
The Juárez case does not necessarily invalidate that assessment, particularly if the Samalayuca detection proves isolated. But the underlying trend is moving in the wrong direction: the pest has moved from southern Chihuahua into a municipality adjoining the U.S. border in barely a month.

The trend line deserves one important qualification, and it cuts both ways. Chihuahua’s active caseload has actually been falling. Active cases peaked at 107 on about Aug. 10, eased to 96 by Aug. 14 and dropped to 82 by Aug. 17 — a 23% decline in a single week, with five municipalities coming off the active list entirely. Cumulative confirmations kept climbing over the same stretch, from 137 to 148, because cases resolved through treatment stay in the cumulative count. On the raw active number, Chihuahua’s response is working.
What has not improved is geographic reach. Even as the active total fell, the number of municipalities reporting cases rose, reaching 33 of the state’s 67 by Aug. 18. That is the combination that matters for a risk assessment: fewer sick animals, spread across more places. A shrinking, concentrated outbreak is a containment story. A shrinking outbreak that keeps appearing in new municipalities — including, now, the one that touches the border — is a dispersion story, and dispersion is what determines whether a port opens.

The containment effort behind those numbers
The declining active count is not incidental. Chihuahua has released roughly 17 million sterile flies and deployed 54 dispersal chambers across seven municipalities, alongside an emergency animal-health strategy covering all 67 municipalities. Sterile-insect technique is the only method that has ever pushed screwworm out of a region permanently, and it works on a simple arithmetic: sterile males must outnumber wild males by a wide margin, sustained over multiple generations, across the entire infested area.
That arithmetic is why the municipal count matters more than the case count. Every new municipality that reports a case widens the area over which sterile flies must be dispersed at saturation density — and Chihuahua is the largest state in Mexico by land area. Adding Juárez municipality, more than 300 miles north of the main cluster, does not add many cases. It adds a great deal of geography.
On the U.S. side, USD Secretary Brooke Rollins has committed $25 million to a new sterile-fly dispersal facility at Douglas, Arizona. That facility is a dispersal point, not a production plant, and North American sterile-fly production remains the binding constraint on how fast any of this can move.
Santa Teresa is now the port to watch
The immediate trade question is not so much what happens at Douglas, Arizona, but what happens next at Santa Teresa, New Mexico, just west of El Paso.
USDA currently says all southern livestock ports remain closed but plans to begin a phased reopening at Douglas on Aug. 24. After evaluating that reopening, APHIS plans to consider Santa Teresa and Columbus, New Mexico, for imports of live cattle, bison and horses. Critically, USDA says the timetable is flexible and that port openings can be paused if the agency identifies increased screwworm risk in Sonora or Chihuahua.
That language makes the Samalayuca case highly relevant.
The detection does not automatically mean USDA will cancel the Douglas reopening. Douglas borders Sonora rather than Chihuahua, and USDA currently says the closest active Mexican case to Douglas is about 325 miles away. As of USDA’s Aug. 18 update, the Aug. 24 Douglas reopening remained on the schedule.
Santa Teresa is different. It is part of the El Paso/Juárez livestock corridor and is precisely the port whose risk assessment would be most directly affected by evidence that screwworm is becoming established in northern Chihuahua.
Chihuahua cattle industry officials were still talking this week about a possible reopening of the Jerónimo-Santa Teresa quarantine station roughly a month after Douglas. But that estimate was made amid the new Juárez alert and depends on sanitary conditions remaining manageable.

The asymmetry in Table 2 is the whole story. Douglas is the reopening USDA designed to be defensible — it faces Sonora, the state with no comparable outbreak, and it sits farthest from any active case. Both New Mexico ports face Chihuahua. Columbus and Santa Teresa cannot be justified by the Douglas risk math, and now they cannot be justified by the same Chihuahua risk math USDA used a month ago either. That does not make a delay certain. It does mean the burden of proof at the second phase has shifted.
A dog case should not be dismissed as irrelevant to cattle
The fact that the infected animal was a dog rather than a steer does not materially diminish the biosecurity concern.
New World screwworm can infest livestock, pets, wildlife and, more rarely, people. The fly lays eggs in wounds or body openings; the larvae then feed on living tissue. A dog with a traumatic wound is therefore a biologically typical host. USDA describes NWS as a serious pest of livestock, pets and wildlife, and FDA recently issued an emergency authorization specifically for treatment of screwworm in dogs and puppies.

The national data make the point better than any argument. Of roughly 1,868 active cases across Mexico, cattle account for 797 and dogs 711 — dogs are not a fringe host but the second-largest infested population in the country. Swine (116), horses (114), sheep (77) and goats (38) follow well behind. Anyone treating the Samalayuca detection as a curiosity because it was a pet is reading the epidemiology backward.
From an eradication standpoint, finding the pest in animals outside commercial livestock herds is particularly important because control cannot depend exclusively on inspections of cattle movements. Pets and wildlife can provide additional hosts while authorities try to suppress the reproducing fly population with surveillance, wound treatment and sterile-fly releases.
Chihuahua has already established an emergency animal-health strategy covering all 67 municipalities, including expanded veterinary capacity, preventive treatments and sanitary barriers. State officials have also been seeking greater sterile-fly dispersal capacity.
The U.S. experience this summer reinforces the point. Of the first five confirmed domestic detections, one was a dog and one a goat; only three were cattle. The pattern is consistent on both sides of the border, and it is the reason a single canine case in a border municipality gets the attention it does.

Market implications favor continued tight U.S. cattle supplies
For U.S. cattle markets, the Juárez case is potentially bullish rather than bearish if it delays the restoration of Mexican feeder-cattle imports.
The United States has been preparing to reopen Mexican cattle movements gradually after more than a year of disruption. USDA’s strategy is designed to restore trade without compromising its screwworm response.
Any delay at Santa Teresa would prolong the shortage of Mexican feeder cattle moving into the Southwest. That would keep competition for available feeder cattle relatively strong, particularly for Southern Plains and Southwest feedlots, and limit one source of herd rebuilding and beef-supply expansion.
The scale is meaningful without being decisive. Over the past decade, Mexican feeder cattle have averaged roughly 5% of U.S. feedlot placements, with as many as 20,000 head a week crossing during the spring and fall peaks — north of a million head in a normal year. Five percent does not set the national price. But it is concentrated: those cattle land in a specific set of Southwest and Southern Plains yards, and for the feedyards, order buyers, brokers and truckers built around that flow, the shortfall is not 5% of anything.
Santa Teresa is where that concentration bites hardest. It is the largest cattle crossing on the U.S.–Mexico border and the newest major facility. Daniel Manzanares, who directs the Santa Teresa livestock facility, has framed the closure as a regional economic loss rather than a purely agricultural one: “When that Mexican rancher gets $100,000, $400,000, he leaves a chunk of it here in El Paso.” A Douglas-only reopening restores the trade lane that matters least to the El Paso corridor.
The effect on retail beef prices would take longer to work through the production chain, but the direction is the same: continued restrictions on Mexican cattle imports keep the North American cattle supply tighter than it otherwise would be. The prolonged Mexican cattle suspension contributed to tighter U.S. supplies and higher beef-price pressure.
One caution for traders: this is a delay story, not a shock story. The market has been trading the border question for more than a year, and the Douglas reopening was never large enough to move balance sheets by itself. What the Samalayuca case changes is the probability distribution around the second phase — pushing weight toward the later end of the range, and raising the odds that the volume-relevant crossing stays shut through the fall run.
Analysts: What to watch over the next 30 days
Analysts say four markers will settle whether this is a contained incident or the start of a border-corridor problem. First, whether Douglas actually opens on Aug. 24 and stays open through its initial evaluation period. Second, whether any case is confirmed north of Samalayuca — in urban Ciudad Juárez, the Valle de Juárez, or the Guadalupe–Práxedis corridor along the river. Third, whether Chihuahua’s active caseload continues declining or turns back up as the warm season runs to its end; screwworm activity is temperature-dependent, and the seasonal peak is not yet behind the region. Fourth, whether the count of municipalities reporting cases stabilizes near 33 or keeps climbing.
A useful negative indicator: silence from APHIS about Santa Teresa. USDA has committed to evaluating Douglas before naming a date for the New Mexico ports, so the absence of a Santa Teresa timeline in late September would itself be information.
Bottom line
The Juárez report is real, but “right across the river from El Paso” is somewhat misleading. The confirmed animal was reported in Samalayuca, approximately 30 miles south of Ciudad Juárez and roughly 40 miles from El Paso. It is nevertheless within Juárez municipality and represents a meaningful northward extension of Chihuahua’s outbreak.
The key thing to watch now is whether additional cases appear north of Samalayuca, in urban Ciudad Juárez, the Valle de Juárez or along the livestock corridor toward the border. One successfully contained dog case would be manageable. Multiple detections closer to the Rio Grande would be far more consequential and could give USDA grounds to delay the planned second phase of border reopening at Santa Teresa.
For U.S. agriculture, therefore, the significance is less that screwworm has suddenly arrived on America’s doorstep — the United States is already combating cases in Texas and New Mexico — and more that another northern Mexican containment line is being tested at exactly the time USDA is preparing to resume cattle trade.
The honest read on the data is mixed rather than alarming: Chihuahua’s active caseload is falling and its containment effort is measurably working, but the outbreak is reaching more municipalities even as it shrinks, and it has now touched the one that borders El Paso. For cattle markets, that argues for continued tight Southwest feeder supplies and a Santa Teresa reopening that slips rather than sticks to the industry’s one-month expectation.
